The necessary routing software is already on your Mac, in Mentat/TCP
(Open Transport/IP). You just need an interface to use to turn it
on! Check out IPNetRouter, from Sustworks.
The catch? IPNR isn't cheap. Most people prefer cheap home/office

Exactly. No diff. This is a routing problem at the IP level.
I have not, BTW, been able to see the OS 9 machine FROM the OS X machine.
Which matches my general experience.
Jaguar -> Mac OS 8/9, AFP/AT, works well.
Panther -> Mac OS 8/9, AFP/AT, is skiddish at best. You can go for
days without the OS X machine being able to even see the OS 8/9 file
services. Then if you do see them, it's slower than with Jaguar and
will usually die during big file transfers.
Panther -> Mac OS 9, AFP/IP works better, but still slow and has
time-out problems now and then.
Haven't tried Tiger yet.
