For OSX make sure you also have Appletalk checked in the "Directory Access.app" 
found in the utilities folder of Panther.

For OS9 make sure that a directory or volume is shared. Select the icon of the 
appropriate item and choose "Get Info/Sharing ..."  from the File Menu. "Share 
this item and it's contents" should be checked along with account info for who 
can access the OS9 Mac.
