Have you determined if it's slow due to I/O throughput or CPU? 
If CPU bound, you might need to do some sort of index cleanup. 
There are 3rd party apps that claim to help with that.

On the other hand, if I/O bound, try moving your iPhoto library onto an SSD 
drive. 
You won't be disappointed!
