Although SystemStarter, which processes and prioritizes the entries in OS X's StartupItems folders, is documented to allow 'stop' or 'restart' parameters in addition to 'start' to be sent to the StartupItems scripts themselves, this ability hasn't yet been activated. I had heard rumors that Jaguar would enable this, but read recently (on O'Reilly's macdevcenter.com) that it's still missing in 10.2.
