In the /Developer/Tools directory, you will find "CpMac" and "MvMac" -- these are the standard Unix cp and mv tools modified to deal with resource forks. ... they do have man pages.

There are a number of other similar tools in that directory.
Another useful tool is /usr/bin/ditto.
