That doesn't make any sense. The install script is running, and reporting an error in mkpath(). If the permissions on /usr/bin/perl were fubar, you wouldn't be able to run any script, at all.
You need to take logical steps to narrow down the source of the problem. See if another module installs correctly, or fails with the same error. And, see if LWP will install outside of CPAN.
