Colon is used as a marker to separate the URL from the tags. I think
this is what fetch.user and fetch.password are for. But of course they
can't be set globally.
I doubt we'll have any official mirrors that need passwords, so I'll
reconfigure my private web servers to password-protect everything
except for the distfiles URL.
