Only the Portfile.
That's incorrect. You can't cause a rebuild of the same
version+revision, but changing files/ will trigger a build if the
current version hasn't already succeeded.

Let's say I have zeroc-ice35 and py27-zeroc-ice35 that both compile fine on my
MacBook Pro, but on the 8-core buildbots the parallel build breaks in
zeroc-ice35. Once I turn off parallel builds on zeroc-ice35, how do I kick the
buildbot to build py27-zeroc-ice35, which presumably didn't compile
successfully since zeroc-ice35 failed?
The buildbot will build all ports you committed, if packages for them don't
already exist.
If you then need to ask the buildbot to re-try ports that depend on those
ports, you log in to the buildbot web site and tell it what ports to rebuild.
