Apple could provide configurability for labels for vo but unless they make it available through the accessibility api, it would not do much for 3rd party accessibility apps. The normal approach is to have braille as a subset of the assistive technology and configure it through the assistive technology.

And yes, while it isn't a bug, I just refer to it as filing a bug in their bug reporter even though it is a feature request. But the point is, as Apple writes the drivers they could add support to voice over for setting a braille description string for a UI element.
