Thanks Anne for this.  So, adding to Anne's instructions, follow her same 
instructions to set the leader type:

* With mouse-keys off.
* Navigate to the item labeled "None" to the right of the Alignment style, 
bring your mouse to that location with VO-cmd-f5.
* Turn on mouse-keys.
* Go right 52 times either with the "o" key or "6" key on a NumPad.
* Press the "i" key or "5" key on a NumPad.
* Go down with the "k" key or "2" key on NumPad.

Some things to note here are that the first two items will simply say "Text".  
The first item announced as "text" is the dash or hyphen leader and the second 
item is the dot or period leader.  The third item will announce as underscore 
or underline.  I also noticed that if you create a second tab stop and attempt 
to change the leader, you may need to use only about 40 rights to activate the 
menu.  You made need to play with this some to get good at it.

* Press the "i" key or "5" key on a NumPad to select.
* Turn mouse-keys off again.
You'll note that the leaders are not announced within the document area even 
though the leader was applied.  To test, you can print your document to pdf and 
you'll see the leader characters there.

Not the best solution, but workable.
