It's been available for the last four years, and Skype themselves were partly 
responsible for pushing it through the IETF.  I have no idea why it isn't part 
of Skype yet.  FaceTime audio uses AAC Voice, and LTE uses AMR-WB; both have 
royalties associated with them.  Yet, for some reason, Opus is still mainly 
only used by Open Source, WebRTC, and SIP.
