Yes, if you get voiceover at login this should include braille at login. Go into System Preferences > user accounts and interact with the table and go down to login options. Then stop interacting and go right looking for something about having voiceover on at login and check that box. This should give you voiceover and therefore braille at login. I don:t have time to stop and look right now so I hope these directions will suffice.
