I do the admin work for the list. Generally every join request gets an email from me just asking a bit about how they found the list and such. It's a basic spam filter to make sure the person wanting to join is a real person. I wait up to 30 days and if I don't hear anything back I reject the request. You might be surprised how many requests get rejected in a month's time but the end result is we are pretty clear of spammers. As far as I can tell I only have three outstanding join requests and emails have been sent to all of them.
