Could you possibly - as the last resort - ask a sighted person what these 
unlabelled buttons are and label them in Voiceover using the command vo+slash?  
First you land on an unlabelled button with voiceover cursor, then use the 
above command to call up the labelling dialog where you can insert a text label.

I don’t have any experience with WebEx but you could give it a go.
