I don't think you can turn it off completely. It does help if you make sure you have trackpad commander turned off in voiceover utility. Also, if I recall correctly, if you connect a bluetooth trackpad, the built-in one then will not be active as long as the bluetooth one is. But I'm not absolutely sure about that so get somebody else to confirm it before you go out and buy a bluetooth trackpad.
