I tried, just as you, to use IBooks on the mac a while back, as I was told it
worked really well. There is a possibility that in Yosemite, it did. I
confess that I never tried it prior to El Capitan. I found almost identically
the same results as you. I could read a majority of the interface of the app,
but the book content itself, regardless the book loaded, wouldn't read hardly
at all.
I should add that this isn't the case on I O S. On I O S, it works
beautifully. I did report this to Apple, but I never really followed up with
them about it, as reading IBooks from the mac isn't really something I'd
normally wish to do. I'd prefer to just use my phone, or IPad and do it. That
however said, I definitely can confirm that I am able to reproduce your issues.

When I opened iBooks, I went to the book shelf table with my list of books
and interacted with it. I didn’t see another window/table with the contents,
so I double-click on my book, to open it. A window opened, but VO only dinged
when I tried to move around. I had to turn VO off and on in order to read the
book. If I interacted with the scroll area, I could only read my book a line
at a time, but if I didn’t interact with it, VO would read all the text
continuously.
