You need to use the drag and drop functionality of VoiceOver. Go to the folder  
you want to move.
Mark it with VO+comma 
Move to the folder after where you want it to go.
Use vo+ less than (vo+shift+comma)

This worked fine for me.
If you want to actually have the folder placed inside another folder then use 
vo+period instead of co+lessthan.
