Two different animals here. A range extender is a good dirt simple option but it cuts your effective throughput in half eah time you extend. Depending on your router it may be time to upgrade, newer technologies carry farther and penetrate further or are just more sensitive. AC networking for example uses beam forming and directionalizing technologies to make things more efficient and also function better.
You could also put in an access point that connects to your existing router and is wired up say mid way between your library and router to provide another source of signal.
