The alarm does seem to be a lot quieter since iOS 10 came around. If you're testing with the beta app, find the Feedback app and activate it. You'll have a chance to title your report, choose which category your report falls under, like accessibility, and so on. Then, you'll have a place to write out the bug and how they can reproduce it.
