The same thing happened with a Mid 2009 MacBook Pro of a friend of mine.

That particular Mac is stock standard, 2 GB RAM, etc. Another 2009 MacBook pro 
runs Sierra just fine, though it is not standard any more. 8 GB RAM, most it 
can handle, and 512 GB SSD.

Obviously I do not know your MacMini, though I suspect you might be in a 
similar situation. A little bit of money and elbow grease should fix the 
problem.
