Verizon does not sell locked handsets (full stop). Any handsets
manufactured for and sold by or on behalf of verizon are unlocked.
There is also a true unlocked iPhone sold separately that has the
Qualcomm chip and speaks verizon and Sprint but a phone sold from
verizon will not be any technically different from the unlocked phone,
they ship unlocked out of the box.
