This is just a possibility,
I know nothing about your providers, or the nature of your phones. Still, it is possible that , for legal reasons, the feature might not be turned off. No matter the presence of the switch. I say this because some cities are seriously intensifying their distracted driving laws. Apple is kindly treating most users the same here. If you could turn it off, so can another person, like a driver wanting to avoid the rules.
Perhaps a future idea for apple would be to include an option in the ac 
accessibility settings that  makes the manual  option work.

I’m glad they have this feature. It’s a good feature. For people who drive. If 
I could just tell it I don’t need it. I’d be happy.

So, since upgrading to IOS 11 this morning, every time I get in the car, the 
next time I wake up my phone, I get that stupid message about turning on Do not 
Disturb while driving.  Given that I am never the driver, I'd really like to 
make that message go away.  Anyone know if this is possible?
