system preferences/accessibility/Accessibility Features Table/Speech in there, VO-Right to "announce when alerts are displayed or applications need your attention" Then, Vo-right arrow to "Enable Announcements", and uncheck that item. At the very least, I certainly urge everybody experiencing this to send notes to Apple accessibility, so they know that there is an issue and not just me and my Mac Mini.
