Try the following:

system preferences/accessibility/Accessibility Features Table/Speech

in there, VO-Right to "announce when alerts are displayed or applications need 
your attention"  
Then, Vo-right arrow to "Enable Announcements", and uncheck that item.

Well, I got a response from Apple accessibility on this issue as well as my PDF 
issue. Regarding this one, they say no one has ever reported it to them, and I 
should get a hold of AppleCare. Nice, except that my machine is long out of 
warranty and I’m not made of money. At the very least, I certainly urge 
everybody experiencing this to send notes to Apple accessibility, so they know 
that there is an issue and not just me and my Mac Mini.
