Well, it's your choice about how much of a battle you want to wage with
your landlord. That's a strategic decision I could not advise you on.
You're the one who lives there.

But what I can tell you is doesn't matter that he uses a third party
provider. He's responsible for the implications of his choices, and I think the 
HUD page I
directed you too is pretty clear about that.

In other words I beliegve you'd be on very solid footing should you
decide to pursue a HUD complaint. That would be the way to start, imo.
