I found it to be the last heading in all those headings that are in the radio 
tab. You can think you ran out of headings, because you actually have to be in 
the list of things under a given heading before you can navigate to the next 
hitting with the rotor. This is a long-standing bug. You should be able to just 
move from heading to hitting without having to flick right and get into the 
list that you don’t care about. But that problem is not new with iOS 13. You do 
have to have the music app, but I don’t see why you would have to subscribe to 
Apple Music in order to access the radio tab with the broadcast radio stuff. I 
am subscribed, so I can’t test that out. It seems like you should just not have 
access to all those Apple curated playlists that they like to call radio 
stations.
By the way, I know there is at least one error in here. But the inability to 
navigate by line means I am not going to go all the way back up where I heard 
it and fix it. Sorry about that.
