Hi,

Smart Mailboxes and On My Mac have been in Mail for quite a while.  Overall, 
you should not need to worry about them when dealing with your issue.  You will 
notice that both the Smart Mailboxes and On My Mac are expandable, and 
therefore, collapsable.  Just VO-space on the expanded item to collapse it so 
it is not in your way to cause confusion.  When you’ve interacted with the 
Mailboxes table, press VO-FN-left to move to the first item in the table.  The 
first item will be the Favourites.  If it is collapsed, use VO-space to expand 
it.  Once expanded, you can VO navigate through the items to see what order 
they are in, and to see what items reside in the Favourites.  Note that the 
Favourites item should be expanded so that the cmd-1, cmd-2 etc shortcuts work.
