Hi Dave,

I am running a bit newer of a MacOS and Safari, but I checked on the iMac on my 
desk, which is running Monterey 12.3.1 and Safari 15.4 like you are, and there 
are more options than just the two you’ve mentioned.  This gives me the 
impression that an update may not fix your issue, as there is something messed 
with your version of Safari.  I suggest that you first quit Safari, then  go to 
the Finder, and up to the Go menu, then, while holding down the VO keys, go 
down to the item named Library.  Once the Library folder is open, navigate to 
the Preferences folder and find the com.apple.safari.plist item.  Trash that 
item then re-open Safari.  The Preferences that you’ve set in Safari will be 
reset and you’ll have to set them up once again.  Hopefully, after doing this, 
the regular choices are available to you.  Also, I recommend that you have 
something in the Home Page field, even if it is just www.google.com 
<http://www.google.com/>.  If you’re opening to an Empty page, this won’t cause 
you any grief.
