Yes, that’s probably a similar issue. Whoever creates the PDF file has to turn on tagged PDF (which, one hopes, will also solve these problems) in whatever tool is used to create the PDF file. Some tools don’t support it.

The real solution is to distribute in a format other than PDF, such as HTML, alongside the PDF file.
