That's the policy for the Serotek screen readers. I expect that updates will be 
free for a long time, but no promises that upgrades will never incur a charge. 
By way of comparison though, the previous version of Document Scan sold for 
$159. I believe this became available in 2005. The price hadn't changed since. 
It's possible that an upgrade cost might happen owing to liense fees for new 
OCR engine or something, but I wouldn't expect such a thing for a long time, if 
it were to happen.
