I kept getting the cannot restore error message. Then I had a thought. I went into my app switcher and made sure to close everything. Then my iPhone upgraded just fine. I should have done that to begin with but sometimes I forget about it. I felt dumb for not doing that to begin with even if it was purely by chance that closing my apps in the app switcher fixed the problem. I realize I may have just got lucky.
