Hey Hank, Unfortunately iOS cannot offer a level of flexibility such as one that can permit the use of the kind of apps you are looking for.
Apple offers Find my iPhone and it might be enough for the type of scenarios you describe. If your phone ever gets stolen, make sure you first track your iPhone, then call AT&T to disable your account, as data is necessary to report the GPS position of the phone. In regards to AT&T, I use a prepaid unlimited talk and text for $50. I then add a $25 data package for 500MB and use a configuration profile to get my iPhone 4S rocking and rolling on the AT&T data network. I use prepaid because I regularly commute between the US and Switzerland and hate being stuck on contracts.
