I encounter this problem with almost every link.  The option return is not a 
solution as I do not want to download the link.  I often just want to open the 
link in a new window.  My mouse cursor is set to follow the VO cursor.  Then I 
do a "right click" with the actual mouse by holding control then clicking the 
mouse.  In my case it's actually a track pad.  So, I am just careful to not 
touch the track pad or moving the mouse cursor.  I have an old track pad with 
an actual button for mouse clicking.
