Absolutely there is! So, make sure that you are interacting with the browser area of your Finder. This won't work if you don't do so. Just make sure that when you bring up your home folder, that you vo+left and right. When you hear it say file browser, then interact.
Now go to your Dropbox folder, then navigate to your Public folder. Once you have opened that folder, find the file you want to share, and hit vo+shift+M on it. Now locate the Dropbox sub menu, and vo+right arrow on it. Once you've done this, there should be a copy link in here that you can hit vo+space on. That will put the link's URL in your clipboard. Then just compose an e-mail like normal, and in the body, hit command+V wherever you want to paste the u r l.
