VoiceOver on the 5S I played with in the Apple Store was loud enough for me to hear over all the noise in the Store, so there wasn't an issue for me. But sounds like it might be only on some phones or only present in certain circumstances. Sounds like it might be worth me waiting until the problem is fixed.
