I'd be happy - if we came up with a decent set of options (yours is
certainly a good start), and an easy way of getting feedback
(surveymonkey.com or similar?) of emailing _directly_ anyone who was
eligible to vote and didn't (I believe you can tell *who* voted, but
not *how*).

Agreed. If the most engaged people in the community aren't voting,
there is also the possibility that our rating of "engagedness" (karma)
is not just tweakingly inaccurate, but quite wildly out.

Indeed, the thoughts we've been kicking around about decaying karma
fit into your "no longer active" option; and could be a mitigation
against that affecting future statistics.
