If Nokia own the copyright 100%, they are perfectly free not to release the source code. They are perfectly free to say "we own the copyright, the attachment of GPL license clause was a mistake, we dont plan to release the source code to this"The fact it's GPL'd without any code is, it can cause them legal issues.
