It would be smarter to write the UI from (almost) scratch, since most of maemo's current UI relies on Gtk. I don't think there is a way to get a non-Gtk app to show up in the task navigator for example. That said, there's no reason you couldn't _run _ KDE/Qt apps in maemo SDK. The Gtk in maemo is tweaked also, and work is done to make it feasible for those changes to go to upstream.
