Hi,

It should work with
apt-get dist-upgrade -f
or
apt-get upgrade

A few packages will be kept back since they actually have greater
versions in 2.0 than 2.1. Pls see the release notes for further details
http://repository.maemo.org/stable/2.1/Maemo_Dev_Platform_v2.1_relnotes.txt

In short, there should be no need to download the new rootstraps
