Ok. I don't explained it well.

Try it changing "$(MAKE) DESTDIR=$(CURDIR)/debian/spim install" for
"$(MAKE) DESTDIR=$(CURDIR)/debian/tmp install"

Sometimes the temporary files go to debian/tmp and sometimes it go to
debian/package_name.

I don't know very well why, but I think it's something related to
debian/compat.
