No. this is a violation of the user interface (and security) model we offer to our users. You can tell users how to turn off the full screen toolbar [app menu]>view>show toolbar>[ ] Full screen > 2nd: Is it possible to display Flash on the "today-screen" > aka desktop? Yes, theoretically, but it's really not recommended.
