I don't know if it helps exactly but if you are planning on installing maemo-sdk within vista you could try getting a maemo SDK virtual image from here http://maemovmware.garage.maemo.org/ . I infact use it within my ubuntu intrepid using virtual box because i was not able to configure the ui on my armel target.
