When I was starting with maemo development, I also found it a source of motivation.
This is why we have app karma, which drives the Popular list. If you look that design discussion up, you'll see that we use _relative_ download change, comments and ratings on a daily basis.

Popular certainly doesn't show the most downloaded apps.
Hmm, well... partially. If you look at the Downloads start page, it looks like Hot/Popular is sorted by app karma. But if you follow the "Popular" link[1], you get the 25 most downloaded applications. No app karma there.
