Because you cannot save a state if you're just working with html files from the filesystem...
Although TiddlyWiki works fine on FireFox and IE, and perhaps Minimo on Maemo too (on Opera it doesn't work, at least out of the box). TiddlyWiki is just html and javascript, no remote or local servers are involved.
