 I've tried the config.18 file you sent me and I didn't see the problem. Is
it possible that it was fixed since then? To be honest I don't remember
changing anything in the upgrade code but who knows... 

 Anyhow, I've removed my existing ~/.M, created a new empty directory, put
your config there and M upgraded it without any problems. The SSL setting
for SMTP and NNTP is indeed "don't use" because you had SSL disabled for
them in your config before but for IMAP it is "Use TLS if available" as
expected (because this is the new default).

 Could you please confirm that you still see this problem?
