This is not that trivial to check because we definitely want to continue to
allow people to build M without installing all the tools needed to generate the
documentation, so we can't make it fail unconditionally.
The best I see is to add --with-doc option to configure which would require the
presence of all the tools and use it in the .spec file. Any help with
implementing/testing this would be appreciated...
