I probably do not understand the issues,
but here is how I thought it should work.

If I pick a folder for importing, then a dialogue would
open with two buttons:
i. import all
ii. choose

If you pick the second button, a file list from that
directory would be offered for adding to the tree.

This would allow
i. choosing one mail folder but not all to be shared by
email agents
ii. telling Mahogany no to try to import "summary" files
(such as those provided by Netscape
