How thoughtful of you to give facts about Minnesota.
However, GBPAUT does not have either the reputation or
the impact on development of either UP or now
Uttaranchal or India as a whole to justify a lot of
enthusias. Perhaps because of American influence. the
Gbpuat has been focussing on the problesm of large
size farms and neglecting the problems of small and
marginal farms who are in majority in UP. Actually,
now GBUAT is a state university of Uttaranchal. What
experieence or capabilities GBPAUT has of dealing with
hill agriculture and horticulture etc. I recall my own
days as Vice Chancellor, GBPAYT. On my insistaance a
lot of infrastructure was created at the Ranichauri
hill campus. It, however, did not persuade the
mandarins of the Pantnagar campus to take up research
programmes for hill areas.
In my opinion, GBPAUT is standing at the threshold of
a new opportunity and challenge. It it reivents itself
consciously and with the jumility expected of an
intellectuals and research establishment, it will
create a global niche for itself. A couple of years
back, I sggested to the senior faculty to formulate
papers on the challenges of Hill developemtn and then
set up teams to explore how various issues could be
addressed. This could give a great fillip not only to
the economy of Uttaranchal but also to the economies
of all the hill states and areas, especially the North
Eastern Region, which is a problem region because we
have not been able to do much for increasing their
productivity and their economy. Much of the insurgency
in this region is because of unemployment due to a low
level of economic activities.
I do not have ready made answers but if people in the
GBPAUT are not a self serving lot, they must accept
the challenge inherent in their university having
become an institution financed by the poor people of
Uttaranchal. 
The fact that this is a very difficult challenge
should not make the academics of GBPAUT run away. If
they are as great as they  think they are, they must
join battle with the problems of low level of resource
endowments, smallness of holdings, inadequate
infrastructure, paucity of capital and genral
backwardness. Once they accept the challenge, the
ecitement of fighting such a heroic battle will take
them to great heights of performance.
The million dollar question is whether the GBPAUT will
joint this battle? Frankly I have great doubts and
would be very happy if you Pantnagrians assure me that
GBPAUT is willing and ready for this essentially
MULTIDISCIPLINARY and difficult but exciting task.

the site

highlighted by publishing research papers 
recently i read a paper on an algorithm on checking the primality of
nos by some students of iit k
