Chris, I had this problem in Mailman 2.1.
The biggest factor for me was a backlog of a few thousand subscription
requests waiting for confirmation. Check and see if that's the case.
If so, Mark Sapiro provided me with a python snippet to clear out all of
the pending confirmations. Unfortunately I can't find it on my machine,
but I bet it's in the list archive.
I've since migrated to Mailman 3 (Claude helped) and it has features to
keep that backlog to a minimum.
