The problem is MM's processor usage:

mailman    391 98.0  1.5  7844 3940 ?        R    Jul19 4004:34 qrunner 
/usr/mailman/bin/qrunner --runner=OutgoingRunner:0:1 -s

The "OutgoingRunner" process takes almost all processor's time. This
is not quite normal is it?
