Well, it is in some strange, hard to decipher language :-), but I think it's saying that you need to re-run the configure script with the option `--with-cgi-gid=apache' set.
What we missed was the name of the Mailman script ("configure"). We read right over that and assumed it was talking about needed to reconfigure apache ("try tweaking the web server"). So your reply pointed out our error, and everything's working great now!
